I've noticed that out here, too. In the dead of winter with highs peaking in the teens, all we get is dust. It's when the temperatures are hovering around the upper 30s and even low 40s when we get the big, wet, heavy flakes that really blanket everything.
I dont know how much truth there is to it but I have heard it can be too cold to snow and that right around freezing is the best temp for it to be to get a good snowfall.

I'd say based on my experience that it's completely true. When you see those picturesque winter scenes with a foot of snow, it's those large, heavy, wet flakes you only seem to get on those warmer winter days... and yes, I consider 35° to be a warm winter day. The stuff is a real pain to shovel; they don't call it heart attack snow for nothing.
That's why I got that big two stage I was talking about. It will be almost worthless with the light stuff, but it'll be a life saver if/when the serious stuff falls. Unfortunately after I got it to behave for so long, the carburetor decided it was going to start leaking again. I think it might need a new float.
