Oops, sorry! Simply put, it's the format of a movie that's not widescreen. It's the format movies were filmed in before widescreen formats became dominant, and it's the format non-widescreen television screens are/were.

4:3 is a ratio that expresses the shape of a non-widescreen television or movie frame, as opposed to 16:9, which is the ratio of a widescreen television or movie frame. It means the screen is 3/4 as tall as it is wide. It's why widescreen images have to be letterboxed on a non-widescreen television.

History of Screen Aspect Ratios. (←click that)

That history goes back to 1932, not to the silent era. But in the silent era, the screen aspect ratio was 1.33 : 1 (4 : 3). (This was also the screen aspect ratio for U.S. television from 1941 to 2009.) After a soundtrack was added to the side of the film strip in the late 1920s, the screen image became almost square. To make the image wider, the lines between frames were thickened, creating a screen aspect ratio of 1.37 : 1, which lasted from 1932 to 1953.

Not all so-called "widescreen" movies were shot in widescreen. Many movies shown in a widescreen image were shot with an "open matt" aperture, and were intended to have the top and bottom of the frame cropped in either print-making or projection to create a widescreen look.

A well-known example of this is TITANIC (1997). It was actually shot in "Super 35" with a 1.37 : 1 aperture, and then matted to be shown theatrically at 2.35 : 1. If you click on that Super 35 link, and look at the top diagram, the full frame line of the camera negative is in black, the theatrical image area is in the red line, and the television image is in the dotted green line. If you watch the "full screen" version of TITANIC, you will see more at the top and bottom ("hats and shoes" as someone said), but less at the sides.
