I'll say up front that I'm not a fan of Wal Mart. I think they have done far more to wreck the local economies and small businesses than they have to spur them. That said, I think stores need consistent policies. Either have a layaway or don't. Don't have one for two types of items, and only if they're a certain amount for each item. Want a floor price for the total layaway bill? Fine. I think this will set up more customer misgivings and in-store problems. Why not just simplify it and be done?

BTW, which of their competitors still have layaways?
