Being that I am in the engineering field (plumbing, gas and Fire Protection), I see alot of communicating that goes back and forth between the owners of a prospective new building and the local utility companys like Constellation Energy, Washington Gas, Pepco, etc... and in certain cases, arrangements can be made and agreed upon where the utility companys will install the infrastructure as long as there is a guarented amount of consumption of that utility at the owneres end. It sort of becomes a win/ win situation between the two parties.
Also, the are alot of incentives out there and rebates that utility companies will give if the owners consturct a Green building or say one that is a LEED certified building. But the downfall to that is that there usually is an increase of the construction budget of almost 50% for going with a green building, but the owner should recoup that in eneergy savings over the next 10-50 years depending on the system and building.
Just thought I would share....:-D
