They're deep-fat fried (like donuts), then coated with powdered sugar. (You shake 'em in a brown paper bag with powdered sugar in it.) The origin seems to be German Fastnachts---Frederick County was settled by German immigrants in the 1700s. I've got a recipe at home somewhere if anyone's interested. I've never seen nor heard of them outside of Frederick County, MD, and I sure do miss 'em when the Lenten season rolls around.
